As a new residential area was developed on the outskirts of the city due to a change
in the residential environment and high land prices in the original city center, the
urban hollowing phenomenon, such as the rapid movement of the population living in
the old city center to the new city center, accelerated. Due to changes in educational
conditions, such as a decrease in the number of students in the old downtown area,
idle school facilities increased due to the consolidation and abolition of small schools
in the old downtown area.
